Joliet mayor won't seek re-election after 20 years

For throat cancer survivor, actions spoke louder than words Arthur Schultz spent most of his 20 years as mayor of Joliet without vocal cords after having them removed due to throat cancer. Though his voice didn't carry, his influence certainly did.
